Ramsgate substitute Aaron Firth scored five minutes from time to condemn Harrow to a fourth defeat of the season.
There were two changes to Monday's line up, with Jerome Hall and Romanian Eugen George Burlacu coming in for Josiah Hunte and Daniel McGonigle.
Bobby Highton, due to have shoulder surgery in the coming week, was fit only for a place on the bench, as was Danny Leech.
Harrow were lethargic at the start, with the visitors dominating the first half-hour. Andray Baptiste had to be alert to tip over Minshull's 7th minute
header, the same player then being stopped by a desperate Rickey Browne tackle.
When Browne lost the ball a little later, Brown was through on the right but shot across the goal. Harrow's only serious attack in these early
exchanges came when Jonathan Constant threatened to break through but was stopped by a super challenge by Eastwood.
Harrow finally threatened the visiting goal after half an hour when Jamie Lawrence sent an inswinging cross from the left that Darren Grieves met with a powerful header that was just too near Delo, who saved.
Lee Hall then sent Jerome Hall clear on the right. The forward got to the by-line, and his cross to Grieves at the near post was bundled away for a corner. Wayne Walters' header from that corner was blocked by Minshull.
Harrow again started hesitantly in the second period, with Walters making an early saving tackle and Baptiste diving to hold Brown's dangerous right-wing cross.
For Harrow, Browne turned onto the ball following a corner and had his shot blocked.
Baptiste then saved from Minshull's header, and then made a brilliant save to turn over a shot from the same player. He was again in action to save at Brown's feet.
Harrow then had some pressure. Rams' Burton handled the ball in the area, but referee Forrester rightly ruled that it was unintentional.
Lee Hall had a shot charged down following a free-kick, and Jerome Hall's drive was fumbled by Delo but held at the second attempt.
In the 78th minute, Harrow had a let-off when Takalobighashi shot across a gaping goal. Four minutes later, Harrow had their best effort when Grieves met Lee Hall's cross with a well-placed header that Delo did brilliantly to get across to turn round the post. Daniel McGonigle then flashed a header wide from a cross by lively substitute James Fraser, but the only goal of the game came in the 85th minute.
Harrow lost possession on the halfway line, allowing Ramsgate to attack. Baptiste was only able to palm out the ensuing shot straight into the path of Firth, who had only been on the pitch for five minutes and netted easily.
It was too late for Harrow to get back, not least as the visitors showed themselves masters of time-wasting in the closing minutes.
