Jumbo Chan has been elected to Brent Council after winning the Kensal Green by-election on Thursday (December 17).
The Labour Party candidate polled 931 votes at 53%, 515 more than his nearest rival.
1,743 residents of 8,622 eligible to vote in the Kensal Green ward cast their votes, marking a turnout of 20.3%.
Carolyn Downs, chief executive at Brent Council , said: "By-elections tend to have a lower number of people voting in them than you would see at a general election or a borough-wide council election, so I am pleased that despite the winter weather, 1,743 residents exercised their democratic right and voted.
"I would like to thank everyone who helped the election run so smoothly, in particular, those who staffed the polling stations and counted the ballot papers.
"I would also like to congratulate Jumbo on his victory and I look forward to working with him, in his new role as councillor for Kensal Green ward."
The Kensal Green by-election was called following the sad death of Cllr Dan Filson in October .
Council leader Cllr Muhammed Butt said in a tribute: "He had an inquisitive mind and had a renowned attention to detail which made him a formidable councillor and one of the stalwarts here at Brent.
"He will be truly missed by all of his friends, fellow councillors and council colleagues."
