Why was flash a problem?

Last Friday evening I took a photograph of the new Christmas lights at St George's shopping centre, Harrow to finish off my camera.

Last Friday evening I took a photograph of the new Christmas lights at St George's shopping centre, Harrow to finish off my camera.

I was stopped by a security man, saying no flash photography was allowed in a private building.

If that is so, why is there a photo booth just next to the lights?
