LORD Popat of Harrow - the first Gujarati Conservative life peer and a founding director of St Luke's Hospice in Kenton - has been appointed a Government whip.He replaced today Viscount Younger of Leckie, who became Parliamentary Under Secretary of State at the Department for Business, Innovation and Skills following the resignation from the Government of Lord Marland.The Ugandan-born married father-of-three, who founded care provider TLC Group, is chairman of Harrow East Conservative Association.
