A decision on whether to allow an Afghan community centre to be created in South Harrow has been deferred for a site visit.

If approved, the Imam Hussein Foundation would be able to convert empty Veneto House in Park Drive into a place where visitors enjoy educational, cultural and religious activities.

Harrow Council's development management committee met on Febrtuary 25 to consider whether to approve a change of use of the building, and members opted to postpone a decision to visit the proposed site.

They were aware the authority had not only received a 925-name petition from the foundation supporting the proposals but was sent lots of objection letters and a petition from neighbours worried about traffic problems and late-night disturbance.

Locals believe locating a community centre in such a residential road would be inappropriate and after asking the plans to be blocked.

The foundation submitted a travel plan indicating it would encourage visitors - up to 100 at a time - to use public transport, walk or cycle to reach the venue.

Town planner Derek Horne, who acted for the foundation, originally told the council: "It is intended that the premises be used as a community centre, involving mostly cultural and educational programmes.

"The teaching of languages, in particular English, would be a priority. Accommodation would be provided for four teachers at any one time, who would be educating groups of up to 15.

"Religious services would be conducted, mainly comprising poetry and prayers. Other community uses would include promotion of women's groups and youth groups, and the holding of lectures and seminars on educational topics.

"The premises would not be used for entertainment and no alcohol would be allowed on the premises. A maximum of 100 people would attend the premises at any one time."

Mr Horne stated that community use of the building would be restricted to between 7-10pm Monday to Saturday and 11am-1pm on Monday, and that it would have four full-time employees - a secretary, manager, cleaner and an administrative assistant - who would work office hours six days a week.
