AFTER 'Fred the Shred's' massive bonus from RBS a few months back there has been widespread concern at the effects of the 'bonus culture' on the way in which business operates.

Now, the news that last year Westminster City Council spent £5.8million on 'performancerelated pay' to senior staff - up from £5m the previous year - has sparked off a debate on the situation in local government.

We have called for a full investigation of the council's multi-million pound staff bonus system. At this time of economic hardship it makes no sense to continue with expensive policies and practices which were born in a different financial context. The council needs to take a long hard look at what it can afford and to review its priorities accordingly.

Councillors' pay should not be immune from scrutiny, either. Allowances need to be reviewed so that they are acceptable in today's climate. And the public needs to believe that it is getting value for money from their councillors.
