Three people were arrested in Harrow following a police crack down on car insurance fraud.
A 39-year-old woman, 52-year-old woman and a 49-year-old man were held and questioned as part of the Metropoltan Police's Operation Saisir on Thursday (03).
In total 20 people were arrested in London at addresses in Ealing, Hounslow, Hillingdon, Harrow, Bromley and Croydon.  
DSI Glyn Jones, from the traffic operational command unit, said: "We are running a number of operations and the people we have arrested are not big time criminals they are often on the periphery.
"They are the people who think they can make some money to drive a car or fill out a form."
Officers believe suspects are being lured into participating in insurance fraud with the promise of money by a wider criminal network. They are often unaware they are committing crimes as they help to carry out Cash for Crash scams.
DSI Jones said: "One example of a scam is when people drive two cars and get one car to drive in front of an innocent member of the public's vehicle whilst the second car drives behind. The car on front then breaks causing a crash.
"They all think it is the fault of the first car which then drives off at high speed and claims are made. It is extremely dangerous.
"Insurers have to pay out on these claims and it has cost them s1.6 billion."
Other scams include people using false account details and making bogus claims for people who were not in the vehicles at the time of the accident.
The two women and a man who were arrested from Harrow have been bailed until September.
