WESTMINSTER Council has criticised new rules about planning applications, which have just come into force.

The new system means home-owners objecting to neighbours' building plans will not be allowed to voice additional concerns at the appeal stage.

Concerned groups will also no longer be able to enjoy the automatic right to force a public hearing.

John Walker,Westminster Council's head of development planning services, said: "Although we are all for cutting bureaucracy and making the planning process easier,we are concerned that doing this at the expense of basic rights of home-owners to challenge proposals reduces the ability of local groups to actively voice their opinions.

"Also, the rules will be much stricter,which means anyone who has objected will not be allowed to make further representations once the appeal has been submitted."

The system only applies to alterations to houses,not flats.
