The fact that the findings of a Kier internal fraud investigation will only arrive at paymasters Harrow Council this week is "disgraceful", one councillor has said.

The Harrow Observer broke the news in mid-October that Kier had launched an investigation into claims that its sub-contractors were inflating invoices for repair and upgrade work to council homes to weasel extra cash out of the authority.

Reporters were privately assured the resultant report would be made public by the end of the year, and then told it this date had been pushed back to the end of January, but it is yet to see the light of day.

A spokesman for Harrow Council said: "We never gave a specific date and clearly we wish to publish the findings as soon as possible.

"Kier have composed the report and our head of internal audit wlll consider what Harrow Council's response will be. There may be a number of confidentiality issues so it needs to be gone over."

Councillor Bob Currie (Labour) said: "I don't know anything about the report, which is disgraceful after this amount of time. It's dragged on for quite a while.

"They haven't come to me for evidence and everything I get from Kier is second hand."

It is understood that the probe will address allegations levelled against specific individuals who were in positions of relative power within the Kier structure.

A spokeswoman for Kier said: "Kier is unable to make any comment until the joint report is concluded."
