HARROW: Applicant Henry Blackman has appealed to the Planning Inspectorate after being refused planning permission to change the use of the second and third floors of 16 Peterborough Road from office (B1 class) to two flats (C3 class) and to install solar panels on the rear roof slope.

It was refused by Harrow Council on March 1 due to insufficient marketing of the premises as offices and insufficient floor-to-ceiling heights on the third floor, resulting in ‘cramped and substandard’ accommodation.
