Green space and historic buildings in Harrow on the Hill will be protected under new council plans.
The document will make it difficult for developers to get approval for inappropriate buildings that might spoil the character of the area.
Conservation areas in Harrow on the Hill will be protected by the Supplementary Planning Document (SPD) and included in the Core Strategy of the Local Development Framework.
Councillor Marilyn Ashton (Conservative), portfolio holder for planning, development and enterprise, said: ""Giving these areas this protection gives the council much stronger powers at planning appeals."
Harrow on the Hill is the first in a series of areas to be recognised by the SPD. Pinner, Stanmore, Edgware and Harrow Weald will be the next areas to given this protection.
