PARENTS are being harassed by people dressed as clowns giving toy balloons to their children and then demanding money.
Botwell Councillors Mo Khursheed and Janet Gardner say if the parents don't give the clowns any change they then snatch the toys back leaving the youngsters distressed.
The councillors are urging the public not to give them any money because they say this will only exacerbate the problem and make the area a target for a form of begging.
The culprits who are believed to be a couple from East London have been repeatedly seen in Hayes Town Centre and even in Uxbridge.
Ms Gardner said: "Councillor Lynee Allen and I complained to both the police and the council officers responsible for Hayes Town and the couple have been warned and moved on, but they keep coming back.
"If members of the public see them we are asking them to ignore them and certainly not to hand over any money.
"We'd also ask them to go to the One Stop Shop (in Station Road, Hayes) and ask staff there to get in touch with the police."
Councillor Mo Khursheed who also represents the Botwell ward, said: "They have been moved out by the police once already and were then later seen in Uxbridge town centre.
"It's not on, it's like giving a child a lolly pop and then snatching it, which is literally what they do. It's worse than begging because it's a somewhat cruel way of trying to get money.
"I don't really understand why Hayes is a target but I think beggars are seeing us a soft touch. But it's the last thing we need when we are all trying to do what we can to improve the area. "
