On A bitterly cold evening in south London, Harrow salvaged a deserved point with a calm Robin Shroot finish ten minutes from time, in a game that will be remembered for the eccentricities of referee Mr Collins as much as for the quality of the football.
Without centre forward Darren Grieves, sidelined for a bowel operation that is likely to keep him out until the New Year, Borough boss David Howell started with Dewayne Clarke and Shroot up front, with Jonathan Constant and Warren Whitely supporting them from the flanks.
Whitely had two decent chances for Harrow in the opening two minutes, but on each occasion shot across the goal when well placed.
Ross held a home free-kick before Clarke saw a shot saved.
In the 14th minute there was a moment of huge controversy. Clarke strode clear of the home defence only to be hauled down by Joe Vines but referee Collins waved play on.
Bobby Highton and McLeod were then given a talking to after squaring up in midfield before the hosts made the breakthrough on the stroke of half time.
A Tooting forward headed a free-kick against the post, with Borough keeper Gary Ross rooted, but as the ball came out Danny Leech failed to clear it and was robbed by Vines for the opener.
Harrow came out fighting in the second half but were cursing their luck as first Jamie Lawrence's header was cleared off the goal-line before Constant's curling free kick struck the bar.
However, Harrow finally got their reward when Shroot chased down a through ball before calmly lobbing over the onrushing King.
Harrow host Ryman Premier League rivals Hastings United at Earlsmead in the FA Trophy Second Qualifying Round on Saturday (3pm).
Harrow chalked up their only league win to date this season with an impressive 2-0 win at Hastings at the start of September.
A comical penalty from Jonathan Constant and a Kai Williams goal bagged the points.
Hastings, however, have a formidable record on the road with five wins from seven games.
