Police are urging Hounslow Council to seriously consider enforcing powers to protect antisocial behaviour in green spaces in Feltham.

A proposal has been made to Hounslow Council to introduce a Public Space Protection Order (PSPO) for Feltham Parks, including Feltham Arenas, to benefit the area in two ways.

Firstly, it will stop individuals and groups from gathering in the park to drink alcohol, carry out drug deals and use motorbikes and cars on the grounds, police say.

It would also act as a deterrent against people causing public nuisance in the area and give police and the council control back of the park.

Hounslow Council has said there will be a public consultation on this in the near future.

“The council has been approached by Hounslow Police about the possibility of a PSPO incorporating the additional restriction of banning all alcohol and motor vehicles in Feltham Parks," a council spokeswoman said.

Feltham North Police Sergeant Fiona Watts said the powers "would make it an unattractive place to behave antisocially in."

"It shows the local community that the police and LA are listening to their concerns and are working together in partnership to address the issues in the park," PS Watts added.

"Specifying Feltham Park as an area to which a Public Space Protection Order applies and imposing conditions in it addressing the main complaints from the local community would do this."

An online petition was launched by Feltham Arenas Residents Association and gathered 599 signatures.

The main complaints from local residents are with groups gathering in the park to drink alcohol or buy/sell drugs; alcohol consumption and associated litter; and use of motorbikes and cars within park boundaries.

With a PSPO in place officers would have the power to implement the following conditions:

1. A prohibition on the consumption of alcohol within the park boundaries

2. A prohibition on the use of mechanically propelled vehicles within the park boundaries except by authorised staff

3. A power to disperse groups of 2 or more persons present in the park if the officer suspects that the behaviour of the person in the locality has contributed or is likely to contribute to

(a) members of the public in the locality being harassed, alarmed or distressed, or
(b) the occurrence in the locality of crime or disorder.

The order will permit police to ask a person to leave the the area for up to 48 hours which if ignored will result in a breach and therefore an offence.

The legislation allows offenders to be dealt with by council enforcement officers and the police.
