Overseas drivers in Westminster have racked up more than £1 million in unpaid parking fines in the past year.

Motorists from France, Qatar, the UAE and Romania are among the worst culprits, with the council vowing to do its best to get drivers to pay up.

The figures do not include fines for embassy and diplomatic vehicles.

Westminster City Council suffers the most prolific parking offenders from across the globe in 2016/17, it was revealed on Tuesday (September 26) afternoon.

It shows French motorists are by far the most common parking offenders, being fined a total of £356,000.

In previous years, countries such as Switzerland, USA, Italy and Luxembourg have featured in the top 10 list, but are absent this year, with a record number of Middle Eastern countries present.

Qatar (£191,105) comes second on the list, with United Arab Emirates (£116,030) also makiing it onto the podium.

Russia is also absent from the list.

According to council figures, France is set to retain the unwanted crown in 2017/18 with its drivers already fined £111,570 in Westminster this year.

Country Total fine value of received cases

Westminster City Council says it is working with embassies and organisations abroad to try and make drivers pay up.

The council is calling on the government to help establish a system of international co-operation to allow local authorities to trace foreign motorists in a bid to make the recovery process easier.

It is also in the early stages trialling a process of obtaining a judgment in the UK against foreign persistent evaders, with the potential to transfer proceedings abroad.

Cllr Danny Chalkley, cabinet member for city highways, said: “We gladly welcome visitors from abroad who wish to visit our iconic roads and landmarks.

“However, drivers who park irresponsibly are a nuisance for our residents and visitors alike. This should be a reminder that a foreign number plate does not give you immunity from the law.

“We are committed to ensuring those who break the rules are forced to pay up.”
