A beauty salon owner who breached the terms of his licence has been ordered to pay more than £4,000, Hounslow Council has said.

Abbey Love Aslim, owner of Yankees Hair Studio, in Hounslow High Street, did not register an apprentice and failed to keep proper records of treatments being carried out at the premises, according to the council.

He denied two counts of breaching his licensing conditions but was found guilty of both at Ealing Magistrates' Court on August 25, the council said.

Aslim, of Chester Road, Hounslow, was fined £1,000 and ordered to pay £3,240 in legal costs, plus a £50 victim surcharge.

A spokesman for Hounslow Council said the offence came to light after council officers visited the salon, in September last year, to investigate claims someone getting a nail treatment there had been injured.

Any apprentice carrying out licensed treatments must be registered with the council to ensure they are properly trained and customers' safety is not put at risk. Salons are also required to keep full records of treatments carried out.

Councillor Richard Foote, Hounslow Council's cabinet member for community protection, said: "It's absolutely essential that apprentices are properly trained and supervised especially when it comes to potentially harmful treatments, hence the weight of this fine in this case.

"Mr Aslim was aware that he had to register any apprentice but he had failed to do so and we had no choice but to prosecute him.

"Apprenticeships are an important part of the economy in Hounslow and we very much encourage businesses to employ them but they must register them and keep proper records of their training and supervision.

"This case came about following a complaint from the public. If you have any concerns about unsafe beauty treatments contact the council and we will investigate."

Mr Aslim said no customers had ever been harmed. He claimed new regulations requiring apprentices to be registered with the council had only recently come in, which is why it failed to comply.

"We did have an apprentice (when the council visited) who had not yet make up her mind if she wanted to learn hairdressing or beauty so I could not inform the council until I knew what she needed to learn at the salon," he said.

"We also provided treatment cards to the council's licensing department but I do not know what power I have to force customers who are not willing to give their home address, name or age, as is required.

"The salon has been fully licenced each year since 2007 by London Borough of Hounslow. All our treatments are fully licenced we have never practised or done any treatment that we are not licenced for at all."
