An Ealing councillor has accused the council of not taking enough action on dog fouling and litter offences in the borough.

Southfield councillor Andrew Steed has revealed that Ealing Council has not prosecuted a single person for littering or dog fouling offences in three years.

A council report shows between April 2012 and March 2015 no prosecutions were taken for either of these offences.

There were also only 39 fly-tipping prosecutions in the borough over the same period.

Councillor Andrew Steed added: "Sadly Ealing Council has only prosecuted 39 people for fly-tipping offences in the last three years. This shows Ealing Council is giving a soft touch to anyone who drops litter or does not clean up after their dog.

"Southfield can be a wonderful area but the council needs to ensure people are not turning our area into somewhere we do not wish to be."

He said he often hears complaints from residents about "these so called ‘low level’ incidents" and are asked about how often the council takes action.

Mr Steed added: "Clearly if offenders experience no response, reprimand or fines they will continue to allow their dog to foul the pavement and drop litter."

But Ealing cabinet member for environment and transport, Bassam Mahfouz, said: "The reality is that we are one of the top 25 local authorities in the country for prosecution of waste offences having carried out 2,349 investigations and 15 successful prosecutions during 2013/14 alone, having not lost a single case in court.

"Like the police, we cannot prosecute without sufficient evidence and so we use CCTV, eye witnesses and anything else we can use to make sure we prosecute successfully and we are currently looking at options so that those who feel they can get away with disgusting littering, dog fouling and other such environmental crimes will also feel the full force of the powers available to us."

He said the council is looking to introduce something “radical” to tackle low-level penalty crime, which will be announced in the next few weeks.
