A Ruislip woman harassed her neighbours by filming them, sending threatening letters and calling them 'scum' before almost driving into them deliberately outside their home.

Celia Tan, previously Edge, of Old Hatch Manor, was handed a 10 year Criminal Behaviour Order after a seven-day trial at Isleworth Crown Court.

The 47-year-old was found guilty, and sentenced for Harassment and Careless driving against her neighbours, on Friday (February 5).

Tan, who works as an interpreter, moved from Pinner to Ruislip in 2009.

When new neighbours and their young children moved into their house opposite in 2013 she consistently called traffic wardens complaining about parking, deliberately blocked their driveway, sent letters threatening court action, and contacting the council and police to make unfounded allegations against them.

She consistently photographed and filmed her neighbours from her bedroom window and in the street and referred to them as "scum".

In November 2014, Tan was issued with a harassment warning by the local Safer Neighbourhood police officer, PC Helen Low, to stop her behaviour.

She refused to comply with the warning and in March 2015, whilst driving her car in Old Hatch Manor, she deliberately drove onto the pavement towards her neighbours, narrowly avoiding causing any injuries.

Tan was then arrested and remanded in custody.

'No conscience'

Tan was sentenced to a two-year suspended prison sentence, ordered to pay a £2,500 court fine and given five points on her driving license.

She was made subject to a Criminal Behaviour Order, lasting for 10 years, with conditions not to contact her victims and not to make any allegations of Anti Social Behaviour, except through solicitors, and not to take films or photos of anything in Old Hatch Manor, Ruislip.

Inspector Rob Bryan, Neighbourhood Inspector for Hillingdon North, said: "Ms Tan showed no remorse or conscience throughout this court case.

“Her behaviour towards her neighbours was shocking and and I commend them for their resilience.

"Ms Tan tried to frustrate the case against her at every turn but PC Low was not deflected by these tactics, presenting an excellent case to the court and securing a conviction.

“The CBO will ensure Ms Tan does not repeat her behaviour against her neighbours."
