Ealing Council has mucked up in its issuing of fines to residents AGAIN.

One Ealing resident has dubbed local bin services as “farcical” after receiving an £80 fly-tipping fine for leaving refuse bags outside his property for collection

Christopher Brasil, 59, and other residents in Shadwell Drive have been forced to leave bin bags out on the pavement each week because they were not provided bins by the local authority.

In the two years that Mr Brasil has lived on the Shadwell Estate, he claims animals such as dogs, rats and foxes were able to root around the bags on the roadside, causing an “absolute eyesore”.

On Monday July 24, the Ealing resident received an £80 fine for fly-tipping after Environmental Health officers searched through his rubbish bags and found a prescription inside with his address on it.

Mr Brasil said: “I was accused of fly-tipping, and when I complained and said we have no other option but to put rubbish on the pavement because of the lack of bins, they ignored it.

"When I first moved in, we had one bin outside – a green one meant for grass cuttings and garden waste.

“So we were forced to put our rubbish out on the pavement, me and other people in the block of flats, and it's been like that for two years."

On Thursday July 27, after Mr Brasil received the fine, the council delivered five bins to the block of 16 flats without notice, and now he says there is “no excuse to put rubbish on the streets”.

Mr Brasil added: “It's terrible the council have left it two years, the situation is absolutely farcical. Much more needs to be done to deal with the bin services in Ealing.

“The council tax went up this year, which is supposed to be paying for improved services, but the services are going downhill instead of uphill.

“They left me no other choice but to leave bin bags on our pavement, I was forced to 'fly-tip' because the council did nothing about it.”

A council spokesman responded to Mr Brasil's complaint and said there has been an “error of judgement”.

She said: “Residents rightly want us to take tough action against those who irresponsibly fly-tip and the vast majority we issue are done so correctly.

“Unfortunately, in this case, it seems there has been an error of judgement.

"We have already been made aware of this and will be cancelling the fixed-penalty-notice and apologising to Mr Brasil.”

Earlier this year, the council was forced to refund a resident after she was fined for pouring coffee down a drain.

It apologised to Sure Peckitt after getwestlondon approached the council for comment following a fine of £80.
