The Liberal Democrats will pledge to legalise cannabis in their general election manifesto.

Buying, selling and smoking the drug would be made legal under the proposals for both recreational and medicinal purposes.

It is thought the policy for a fully-regulated marijuana market could raise more than £1bn in taxes.

The admission, reported by Buzzfeed , has since been confirmed by a party spokesman.

Local councils will be able to issue licences for cannabis to be sold in shops, similar to existing alcohol licences.

Lib Dem spokesman Julian Huppert told Buzzfeed: "What we currently do is bad for health and mental health.

"The market is run by criminal gangs and they have no interest in public health – the system is causing huge amounts of harm."

"The prohibitionist approach costs a huge amount of money, means we criminalise a large amount of people and increases the harm."

The Liberal Democrats have qualified the pledge though - users and buyers would have to be 18 and the drug will be taxed.

There would also be strict regulations on production and quality to reduce harmful additives.
