FAMILY festival Under One Sky organiser Harrow Council has submitted an application to itself for a licence to hold the cultural spectacular.

The annual showcase, which is the borough's largest public event with an expected attendance of 12,000, will be held at Byron Recreation Ground, behind Harrow Leisure Centre in Christchurch Avenue, Wealdstone, on Sunday September 21 .

It usual takes place in the summer but had to be delayed after Labour took back control of Harrow Council in May's local elections and decided it wanted the maintain the one-day extravaganza as a standalone event.

"Use of large sports ground being used for date specified above to host Harrow Council's Under One Sky cultural festival aimed at families and young people, which involved the use of regulated entertainment, namely recorded music, live music, the performance of dance and other licensable activities, namely facilities for dancing and making music and potentially hosting plays and active sports," wrote applicant Marianne Locke, the council's divisional director for community and culture.

Under One Sky would run from 10am to 6.30pm and will feature a school parade and a large main stage from noon for local singers, bands and musicians - and a headline act to close the festival.

It is hoped The Stage Bus will return to allow acts from 100% - the brand name for Harrow Arts Centre project through which a group of teenagers and young adults organise and perform gigs for their peers - to entertain a crowd again.

Ms Locke wrote there would be "a broad range of cultural and community activities that includes team sports, a carnival showcase parade, healthy living activities, including health checks and free children's participatory activities, circus workshops, All Our Yesterday's music and theatre, an enterprise business start-up showcase, performance, pre-event training, displays from council directorates, and VIPS".

Under One Sky used to take place at Kodak Sports Ground, otherwise known as Zoom Leisure in Harrow View, Harrow, before it closed.

The festival was cancelled for 2012 over concerns at the police's capacity to police both Under One Sky and that year's London Olympics.

It returned last year and found a new home in Byron Recreation Ground.
