Super-rich foreign drivers owe Westminster Council more than £4.5million in unpaid parking fines after flouting the law in Ferraris, Bugattis and Lamborghinis.

While Londoners are routinely punished for parking infringements, hundreds of European, American and Middle-Eastern drivers are escaping sanction via a loop hole which stops councils chasing fines on vehicles registered overseas.

Town Hall bosses are now calling for an urgent change in law to recoup the unpaid fines.

Council figures reveal 80 per cent of foriegn owned motorbikes fail to cough up for parking tickets issued in the borough.

Among the worst offenders is the owner of a motorbike who wracked up 400 tickets and £45,000 in unpaid fines.

Cllr Chalkley said: "No one likes getting a parking ticket but most
motorists play fair and either pay the fine or follow the appeals process. Yet a tiny minority feel as though the rules of this country do not apply to them."

One in eight owners of foreign registered vehicles fail to pay the congestion charge. Former Mayor Ken Livingstone famously sparked a diplomatic spat after branding the US Ambassador a "chiselling little crook" for failing to pay the traffic levy.

The owner of a £200,000 Dubai-registered Lamborghini Murceilago (number plate E477) owes £2,000 for 17 outstanding tickets.

Driver of a £180,000 Ferrari Scaglietti (number plate 322889) owes more than £2,000 for 19 unpaid tickets.
