It seems that recent media coverage of parking fines levied by local authorities has hit the headlines again. Many councils including Harrow are levying fines which could be illegal.

The Highways Authorities have indicated that where fines are levied and not valid they should seriously consider refunding such fines. The Appeals Tribunal has indicated that parking fines should be levied to prevent offences not as a cash cow in order for council to raise revenue.

Harrow council has hiddden CCTV cameras in the area and are failing to notify road users of their existence, which is tantamount to entrapment. Many camersa are hidden in street lights. They are failing to use discretion to waive PCN where appropriate.

Harrow Council is notorious for levying such fines and the Adjudicators website shows the high numbers of appeals which are successful supporting the fact that fines are being imposed without proper grounds. Many are failing to appeal to avoid increased fees but should be doing so as many fines are wrongly levied.
