At Ealing Town Hall, councillors on Ealing Council 's planning committee approved two major decisons.

The committee decided to approve proposals for a 42-storey skyscraper in 6 Portal Way, North Acton, despite a plea from local resident Jonathan Nortley.

Mr Nortley claims it is too big and that the area cannot cope with the number of people who would move into the building.

But councillors voted by eight to three in favour of the development, after all making speeches.

Councillors also approved a 133-bed hotel in the Victoria Industrial Estate, currently occupied by offices in Monarch House, Victoria Road.

The building will also come with a cycle store and car parking.

There are also promises that the proposal will maximise carbon reduction, for what would be "largely a refurbishment of an existing outdated building."

“I feel there is a lack of amenity space.”

She also raised concerns about GP surgeries being able to cope with this amount of people the development could bring.

She announces she will be opposing the move.

Cllr Shital Manro says it is up to the education system to provide spaces required by the increased population.

He added that some of the issues are “red herrings.”

Cllr Manro said the council has a duty to provide housing in the area, and that he will support the proposal.

Cllr Ahmed-Shaikh: 'I'm minded to give the go ahead'

“It is a guideline and it doesn’t restrict us giving permission for.

“Everything else balances it out in my opinion.

“From where I’m standing from I’m quite minded to give the go ahead on this one.”

Applicants say there will be a contribution of £2.6m, but said they are sill in negotiations as to how to split that money.

Acton resident Jonathan Notley: 'I urge you to reject this application'

Acton resident Jonathan Notley, who will be able to see the skyscraper from his home, made an impassioned plea for councillors to refuse the development.

He said: “It is taller than Wembley Stadium, it will be seen for miles around.

“The planning officers report is flawed, and there are grounds for deferral.

“There is no comparison of potential jobs before versus potential jobs after.”

He also took issue to the way in which the proposal of 2,483 rooms per hectare is significantly more than the upper guideline in the Mayor’s density matrix of 1,100 rooms per hectare.

And he also hit out at the proposed plea for 30% of the homes to be “affordable”, arguing that the proposed 75% of market rent is not enough.

He finished by saying: “We hope Ealing’s Councillors will listen to Acton’s residents this time.

“I urge you to reject this application.”

North Acton skyscraper applicant: 'Building will not have an adverse impact'

North Acton skyscraper applicant: “There will so significant adverse impact.

“The proposal would also lead to a number of positive impacts.

“The residential dwellings themselves are of a high standard. With a good level of privacy.

“It has been demonstrated that the building will not have an adverse impact on new and existing residents.

“1,500 dwellings per hectare. This is in excess of the mayors limits. There are a number of factors that justify this. 51% site will be retained as public open space.”

He also argued that its visual impact had been considered and did not think it was detrimental to the area.

“ I sincerely hope that after the rejection of the verdict of Ealing’s planning committee of the similarly ugly proposal for 9-42 The Broadway W5 by the Secretary of State for Communities and Local Government that the council does not approve this scheme and make another mistake again.”
