Ealing Council 's Planning Committee has been urged to refuse planning permission for a 42-storey high sky scraper in North Acton .

Councillors will meet on Wednesday (July 20) to decide whether to demolish all buildings at 6 Portal Way in place of a double-storey basement and four buildings of nine, 11, 32 and 42 storeys.

Should the proposal go ahead, a total of 578 new homes will be provided, offering a range of one, two and three-bed flats.

But the proposed 2,483 habitable rooms per hectare is significantly more than the upper guideline in the Mayor's density matrix of 1,100 rooms per hectare.

'Gross over-development'

Resident Jonathan Notley, who will have a full view of the development from his home, said: "It is a gross over-development.

"In four years time, when the people of West Acton look up at the skyline and see a wall of 42 storey skyscrapers, they may ask why did nobody tell us.

"When they find it harder to get a GP appointment, school place or a more crowded commute from North Acton station they may ask the same question.

"I hope that there are some councillors that will stand up for local residents and oppose this when it goes to planning committee on Wednesday 20th July."

The Mayor advises that the guideline does not need to be applied "mechanistically", outlining circumstances when exceeding the range can be deemed acceptable.

A council report, which recommends the developments approval, argues the Mayor's guideline should be exceeded based on "exemplary design", new homes and jobs.

30% affordable housing

The proposal promises to include 30% affordable housing, the equivalent of 164 dwellings, through a discounted market rent for a period of 20 years - ranging from 20% to 30% below market rents.

It is also proposed that there will be flexible commercial spaces that could be used for retail, restaurants, cafés, office space and public uses including a health clinic and surgery.

The commercial spaces could generate 270 jobs, the report says.

There have been 11 objections to the proposal including the London Borough of Hammersmith and Fulham , who believe the height of the buildings will be visible even in their borough.

Objectors also include Ealing Civic Society, West Acton Residents Association, Grand Union Alliance and eight individuals.

'270 new jobs'

A City & Docklands Property Group spokesperson said: " Our proposals for Portal West will create an exemplary mixed-use development providing 578 new homes for Ealing with 30% allocated for affordable housing offered at discounted market rent.

"Approximately 270 new jobs would be created around our commercial space including offices for existing tenants anchored around a new Giant cycle store with fitness hub, restaurant and shops.

"We have listened carefully to the local community and ensured high quality public realm improvements and innovative green landscaping will draw both new and existing residents to the communal spaces."
